MDF TECHNOLOGIES, Inc. a specialist in US Government contracts
Twenty years ago when Jacques Dallery answered his first solicitation from the federal government he did not receive much support or encouragement. "An inexperienced "Frenchy" cannot win such a contract or succeed in this business" he was told. But this native of Forez (south central France) armed with determination and vision continued to persevere. He investigated his way through the maze of the US Government procedures. The systematic and refined digging required did not discourage this Doctor of Administration and Statistics (Mr. Dallery obtained his Doctorate in France and his Master's Degree in Marketing in Canada). An accomplished research methodologist, Jacques Dallery is also familiar with the North American culture, thanks to his position as International faculty at University of Windsor, Canada and Rutgers, the State University of New Jersey. He has gained familiarity with the US business world through his appointment as director and CEO of various companies within the import/export field. Through diligence and tenacity, Jacques Dallery finally secured his first contract with the US Administration. "I wanted then to lend the benefit of my experience and share the wealth of knowledge that I have gained through years of research and study with other companies". In May 1988 he incorporated MDF International. This consulting firm specializes in US government contracts with a focus in military, non-military and technical field. The two engineers on the MDF team are currently contributing their expertise and practical experience. The methodology that MDF employs is geared to understanding the type of product/service the client wishes to offer to the US Government, by establishing a comprehensive company profile. A series of key words allow MDF to seek through an internet search engine, the huge electronic date bases of solicitation and requests from the federal, state and local governments. "Through this process we eliminate the solicitations that would not match the company profile" MDF assists in every step of the process. It registers companies with the different federal, state and local certification centers, studies individual histories of awarded contracts, deciphers the huge maze of regulations, negotiates with contracting officers, searches for possible sub-contractors, follows up on government receivables and prepares end of contract resolutions. MDF is associated with several established law firms and can call upon these associations in case of any litigation that may arise with the US Government. "Our full service is compensated by a retainer of $ 400 and $ 700 dollars per month, fully deductible of commission" declares Jacques Dallery. "MDFs commission varies from 4% to 2.5 %, which is commensurate with the amount of ground work, technical knowledge and expertise necessary". "Also taken in account are the important investment in hardware computers and high speed electronic Internet connection, since beginning of April 1999 the federal government has mandated the transformation of the acquisition process from paper to electronic commerce" "Each step of the acquisition process from requirement generation through award and distribution of contract or purchase order has been reviewed, reworked and converted to an electronic process" The government is no longer issuing paper solicitations. Response to all solicitations must me submitted in a paper less electronic format" explains Jacques Dallery. Mr. Dallery admits that the present success of MDF International is due to its electronic conversion, which he had envisioned ten years earlier as being the trend of the future. In addition to an interactive website (www.mdfinternational.com) which allows MDF to communicate with its clients, MDFs computer system is in complete interaction with government websites.
