Through the Federal Acquisition Streamlining Act (FASA) (Public Law 103-355), signed by President Clinton on October 13, 1994, the Federal government has mandated that all agencies conduct contract bidding via Electronic Data Interchange (EDI) by late 1999.

These government mandates were designed to transform the procurement process from a traditional paper-based model to a more efficient EDI-based model
