- APRIL 2006-The NATO International Staff announces a Call for Bids (CFB) concerning internet communications in support of SILK 2, the second phase of the Virtual Silk Highway project. SILK is the commonly used word for the NATO Virtual Silk Highway project through which NATO provides internet connectivity to academic and educational institutions in Central Asia and the Caucasus. The first phase of the project was approved in October 2001 and became fully operational in spring 2003. In this Call for Bids, SILK refers to the ongoing phase 1 of the project, whereas SILK 2 (second phase of the Virtual Silk Highway project) refers to the service solicited for the next two years of the project. SILK 2 is the object of the present Call for Bids. SCOPE OF PROJECT The SILK Project is a computer network. It is designed specifically to facilitate the exchange of information between academic and educational institutions in the Caucasus and Central Asia with peers in the rest of the world by providing basic and reliable internet connectivity. The SILK 2 project basic requirement is for 10 internet Points of Presence (POPs), one for the Deutsches Elektronen-Synchrotron (DESY) in Hamburg, Germany and one each for the following countries: Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, Uzbekistan, and Afghanistan. The contractor shall design and implement these POPs within the constraints of the Statement of Work. The contractor may make use of the existing system; or not; or some combination of new and old systems, equipment, and facilities. The period of the contract is for 24 months, with an option of 12 months of additional service. The contractor shall provide an option for three to eight additional POPs. The contractor shall also provide an option for a fully contractor-managed solution. The current system is NATO-managed. - MAR 2006- ACA The Wiesbaden Contracting Center intends to purchase European specification busses, 15 passenger + 1 for driver, which meet the European manufactured vehicles standards applicable DIN, VDE and UVV regulations and/or equivalent EU regulations.
